Microsoft 365 Business Premium is usually the value choice for organisations with 300 or fewer users that need Office apps, Intune, identity controls and endpoint protection in one licence. Microsoft 365 E3 becomes more attractive when enterprise-scale licensing, Windows Enterprise rights or broader administration requirements matter. Microsoft 365 E5 is best reserved for people who genuinely need its advanced security, compliance, analytics or telephony entitlements—not automatically assigned to every employee.

Business Premium vs E3 vs E5 pricing in July 2026
Microsoft’s official July 2026 pricing and packaging update lists the following US commercial prices. These are per-user monthly list prices for the relevant annual-commitment suites; they are not a promise of your final bill. Local currency, tax, partner discounts, contract terms and monthly commitment can change the result.

Existing customers do not necessarily move to the new amount on 1 July. Microsoft says new pricing applies at the next renewal after that date. Also confirm whether a Teams-inclusive or no-Teams SKU is offered and appropriate in your market; buying a no-Teams suite and then adding separate Teams licensing can change the comparison.
What Business Premium includes
Business Premium combines the desktop and web Microsoft 365 apps with Exchange, SharePoint, OneDrive and Teams where the Teams-inclusive SKU is purchased. Its commercial advantage is the security and management bundle: Microsoft’s business plan comparison lists Intune Plan 1, advanced identity and access management, Defender for Business, Defender for Office 365 Plan 1 and Microsoft Purview capabilities.
That is a strong baseline for a small IT team. It supports device enrolment and policy through Intune, conditional-access style identity controls, email protection and endpoint detection and response without assembling several standalone licences. The main constraint is eligibility: Microsoft caps Business plans at 300 users. Its Windows and compliance entitlements also differ from the enterprise suites, so “it has Intune and Defender” is not enough detail for a regulated procurement.
What Microsoft 365 E3 changes
Microsoft 365 E3 is the enterprise foundation. It combines Microsoft 365 productivity services with Windows Enterprise E3 and Enterprise Mobility + Security E3 components. Compared with Business Premium, the practical reasons to pay more are usually enterprise licensing rights, scale beyond 300 users, Windows Enterprise capabilities, or the need to build an organisation-wide platform that can accept targeted E5 add-ons.
The 2026 comparison needs one timing warning. Microsoft says new capabilities roll out through summer 2026 and are due to complete by 1 August. The E3 additions include Defender for Office 365 Plan 1, Intune Remote Help, Intune Advanced Analytics and Intune Plan 2. Check your tenant’s Message Center and service plans rather than assuming every addition is active on the day you read this.
E3 is not simply “Business Premium without the user cap.” Defender for Business in Business Premium and the enterprise Defender components are packaged differently, and advanced identity, endpoint, data protection and investigation requirements may still point to an E5 suite or add-on. Build the comparison from required controls, not product names.
When Microsoft 365 E5 earns its price
E5 is aimed at advanced security, compliance, analytics and communications use cases. Microsoft’s enterprise plan comparison is the safest place to check each entitlement. Depending on the exact SKU and rollout, E5 can add advanced Defender capabilities, Entra ID Plan 2-level identity protection and governance, premium auditing and eDiscovery, richer information protection, Power BI Pro and Teams Phone Standard.
Microsoft’s 2026 packaging update also adds Microsoft Security Copilot and several Intune capabilities to E5. Availability and service-specific limits still apply. A product appearing in a bundle does not mean it is configured, staffed or producing value.
Common E5 candidates include security analysts, compliance investigators, identity administrators, executives covered by higher-risk controls, Power BI authors and users who require included telephony entitlements. A receptionist, seasonal worker or task-based employee may have no use for the same package. Licensing by persona is usually more defensible than treating E5 as a status tier.
Worked example: 120 users
Assume a US commercial customer buys annual-commitment suites with Teams at the July 2026 list prices above. Exclude tax, discounts, Copilot add-ons, calling plans, migration services and Azure consumption.

The mixed example costs $15,840 less per year than assigning E3 to all 120 users and $46,080 less than E5 for all. It is not automatically the correct design. Each person must receive every licence required for the services they use, and mixed plans add operational complexity. The calculation shows why a persona worksheet is worth doing before a renewal.
A practical licensing decision process
- Inventory people and devices. Count employees, contractors, shared devices, frontline roles, privileged administrators and expected growth. If the relevant Business-plan count could exceed 300 during the term, model E3 early.
- Write control requirements. List device management, conditional access, endpoint detection, email protection, retention, DLP, audit, eDiscovery, privileged identity, business intelligence and phone requirements.
- Map requirements to named users. Separate “everyone needs it” controls from security-analyst, legal, executive and data-author personas.
- Check suite and add-on combinations. Compare Business Premium, E3 plus targeted add-ons, and E5 for selected users. Do not compare only headline suite prices.
- Validate in a test group. Confirm service plans, policy behaviour, device enrolment, reporting and help-desk impact before a broad assignment.
- Reconcile monthly. Remove licences from departed users, track inactive assignments and review whether expensive entitlements are used.

Buying cautions that prevent expensive mistakes
- Do not confuse Office 365 E3/E5 with Microsoft 365 E3/E5. Their Windows and security-management components differ.
- Confirm Teams inclusion, calling-plan requirements and regional availability separately.
- Treat Microsoft’s summer 2026 additions as a rollout. Verify the service plan in your tenant.
- Check Microsoft Product Terms and obtain licensing advice for shared devices, virtual desktops, contractors, mergers and multi-tenant arrangements.
- Price implementation and operations. A control that nobody configures or monitors does not reduce risk.
- Keep the quote, assumptions, persona map and approval together so the next renewal is auditable.
Frequently asked questions
Is Business Premium better than Microsoft 365 E3?
For many organisations under 300 users, Business Premium offers more immediately useful small-business security value per dollar. E3 is better when enterprise scale, Windows Enterprise rights, enterprise administration or an E3-plus-add-on strategy is required. “Better” depends on controls and users, not the E number.
Can a tenant mix Business Premium, E3 and E5?
Organisations commonly assign different subscriptions to different users. The important issue is entitlement: each user must be licensed for every service they access, and dependencies must be satisfied. Have your reseller or licensing specialist validate the design.
Does Microsoft 365 E5 include Microsoft 365 Copilot?
Do not assume it does. Microsoft’s 2026 packaging announcement adds Security Copilot value and Copilot Chat enhancements to specified suites, but Microsoft 365 Copilot and other AI products have separate packaging. Check the current product page and quote.
Should every administrator receive E5?
No. Give administrators the security and identity capabilities their role requires, but base the assignment on documented use cases and least privilege. Some specialist users may justify E5 while other administrators are adequately covered by E3 plus a targeted add-on.
Bottom line
Start with Business Premium if you are comfortably below 300 users and its controls meet the requirement. Start with E3 if enterprise licensing and scale drive the decision. Add E5 only where its advanced capabilities have an owner, configuration plan and measurable use. The cheapest defensible answer is usually a carefully governed licence mix—not automatically the lowest or highest suite.
